Your dog isn't inconvenienced and his health not in any way threatened by some black hair - the same can't be said for any methods of removing it (having gotten the aggressive chemicals in dye near or in the eyes is bad enough). Leave it, until it grows out and teach your kids not to put bleach on animals ever again.
