When you consider the size of the universe, and the number of actions my imagination alone can conceive of, my realistic options are so small as to be negligible. If this was in any way designed, it would be an extremely strange, stupid or cruel idea; unless of course the designer wasn't aware of our self-awareness. And there's no reason to think it should be.
