Many of these instances have been taped. I'm sure there are plenty that haven't been recorded. Benefit of the doubt goes to these, since we don't have sufficient information. But if someone raises their hands in the air, or someone's simply running away to be shot in the back, there's little room for that.
The kid wielding a toy gun is debatable, and I hate myself for saying that. On a very narrow scale, since watching the video of the incident, cop car pulls up, cop jumps out and opens fire the very second. They obviously didn't make any effort to resolve the situation in a non fatal way.
