It's also worth noting, that the "before" pictures of Clinton and Bush are photos they clearly posed for, probably done in a studio setting, with state of the art make-up, flattering lighting and all that jazz. Also - all of the "nice" photos seem to have some sort soft filter applied to them and were likely "air-brushed".
The "after" ones all seem to have been taken impromptu at events and have much sharper definition.
