I don't have much sympathy for Somali pirates. Still, spending big bucks on Navy hardware seems silly when if we would just allow decoy ships armed to the hilt with NRA types carte blanch to hunt pirates for sport, we could probably achieve a more complete kill of the problem.
The granting of a pardon is an imputation of guilt, and the acceptance a confession of it.
