We're talking about Russia here. True to his self perceived image of being the new Tsar, Putin does his best to elevate the orthodox church. Though I'm pretty sure the blogger already was on the radar and they just needed a pretext to do him in.
These insulting religion laws exist in quite a few countries, by the way. Mine included. It's hardly ever invoked though. Last that I'm aware of was an internet porn starlet pleasuring herself in a church with a cross. I don't know what came of it, but in all probability she had to pay some fine.
