You might be surprised to learn that is not necessarily the case.  It is most assuredly not true in either Oregon or Washington state, it's only illegal under a list of very specific circumstances.

And in most parts of the western world it gets you a fine if it is indeed illegal. No difference being made between women or men waving their junk. I always get a little bit amused when seeing the American topless or nip slip hype. That's what you get to see at every public beach. Not only nude beaches.

Hell, even fucking in public earns you a slap on the wrists and a moderate fine. As has been proven by some couples having at it at some shopping street in Croatia last year.

In most cases though people just are asked to get dressed. If they don't show signs of being disturbed or assaulting others, that is.
