That may be true.  But I don't think that's a satisfactory definition of a True Conservative and a True Liberal. For example, George W. Bush described John McCain as a "true conservative" and I'm still unclear about how a conservative is different from a True Conservative.

True is not good enough?

True is a lie. They use true to cover for the fact that they're going cafeteria.
