Go check the regs, state by state. Federal law applies to all and is more involved than "a clean record", but it doesn't end there. You really don;t understand the breadth of the question you're asking. We (as in americans) fucking love writing laws. We've been at it pretty hard for a long time. The subject of guns didn't escape our efforts.
Federally
-Stupid cant buy a gun.
-Crazy cant buy a gun.
-Criminal cant buy a gun.
-Incompetent can't buy a gun.
State by state, it varies...and this isn't even close to exhaustive...
Non violent probationers can't buy a gun.
Minors cant buy a gun.
Debtors of the court can't buy a gun.
Those involved in domestic violence disputes (not convicted, mind you, merely accused and in process) cannot buy a gun.
Some guns are illegal.
Some guns are only legal for some people.
Some guns are only legal at some time.
Some guns are only legal for some purpose.
Some guns are only legal with specific license.
Some with specific storage requirements.
Then we have interesting overlap.
None are legal unsecured...not a single one, anywhere in the us, federally or by state.
