Something is badly missing in your post.

It is true that an handful of people interpret the karma in the wrong way but the advantage of interpreting karma in the correct way outweigh the incorrect one by miles.
And considering that most people who believe in karma do interpret it in the correct way then your idea
is badly failing.
I don't really think you ever talk to poor people in India and ask them what the karma means to them.
If they remain obedient is because they understand that that is the best way to get rid of their bad past karma but that is not even the most important reason.
In India you don't have any choice.
If you don't listen to your boss you are out of work and starving and you will have to drag your family with you in the sewer of starvation so there are no options but treat the boss as a God and that seem
obedience out of fear related to karma when in reality is obedience related to fear to end up in the physical sewer.
Nothing therefore to do with what you say.
