See, number 1 hedges against the -inevitability- of operator error. You can be a shit-for-brains neck with a fat trigger finger and a compulsive twitch....and it won't matter...if you just stop pointing the damned thing at or in the general direction -of- people.
Being responsible isn't about not ever experiencing an accidental discharge, it's about forming habits over a long period of time that prevent a -negligent- discharge. Which is why the one week training course means jack shit. It's people who think their police training, or their handgun course are safegaurds, it's people that fail to form these habits or become too comfortable and subsequently careless...that almost invariably pop up in these stories.
