Ingesting semen, like it or not, is a sex act. Forcing or tricking someone into performing a sex act can be argued as a form of sexual assault.
Once you get into the realms of serious crimes, it's not up to the school. People in this thread who are arguing that the school should be the ones handling this really need to read up on the disastrous miscarriages of justice that occur on university campuses in America when they are allowed to "investigate" rape and sexual assault claims. Schools are institutions of learning, they are not qualified to do criminal investigations.
