Actually, no. From the article below, a nuclear specialist states "There is no veto once the president has ordered a strike. The president and only the president has the authority to order the use of nuclear weapons."
To me, this is the most concerning thing about a president Trump. I wouldn't put it past him to order a strike and he's surrounding himself with yes men who are probably too chickenshit to stop him.
