The last FBI definition I saw, c. 1998, was "kills three or more people without a cooling off period between each."* If Charlie didn't kill anyone himself then he's better termed a "conspirator in a murder plot".
*The "cooling off period" is the difference between a spree murderer and a serial killer.

Simple enough, they're required to provide medical care. The staff don't get to decide when he dies.
