A detailed, two-page report on each stop, while it sounds good in theory, is necessarily going to reduce stops. If nothing else, it's damned hard to make a stop while you're writing a report.
Apparently the boys in blue are having a hissy fit because they can't shoot people on sight any more.
It's also time to dispose of the notion that cops stop crime. Cops show up after the fact of a crime to "investigate." * Unlike TV where the show has to last for an hour, less commericials and opening/closing credits, most crime involves people who know each other so it really isn't that hard to identify the suspects. Actual criminals are not masterminds who meticulously plan their actions. Usually they are just people who get pissed off about something and go berserk.
* unless it is a situation where the cops deliberately escalate a situation so as to create a crime.... in which case the so-called "investigation" is just a white-wash of their own actions.
