He was actually moving slowly towards Ravenna, not Rome, with part of his army - the other part had gone west towards Mediolanum - when a delegation approached which included Leo but he was far from the most important member. Ravenna would have been a much tougher nut to crack than Aquileia and the Eastern empire had crossed the Danube and attacked Hunnish territories in his rear.
