I agree with this. Fallout 3 felt so empty it feels like only thing you can find are bandits/ghouls/robots/radscorps/securities... and those annoying children.
But even though there is a good amount of people in towns in NV, I still wasn't satisfied. So I went and modded it.
I find Fallout quite boring without all those fun mods out there.
