The people on the losing side guarding the prisoners got stuck with all of the blame.  The same thing happened in the American Civil War.  During war the losing side doesn't have the resources to spare on large groups of enemy personnel.  Consequently the guards get charged with mistreatment and abuse.  The worse duty a person can get stuck with is being a POW guard, especially if your side loses.
