To me, it's gone from a zombie show, to a show with an occasional low-threat zombie.
I know, I know... the purpose was always to illustrate the dynamics between the various surviving human groups in a lawless land where people are actually few and far between... All the more reason for everyone to cooperate, instead of inter-group fighting...
Years after the outbreak, groups should be working together, each within their expertise, to rebuild society... a peaceful society, not a militaristic/guerrilla one. Scavenging can only get you so much stuff... until it all runs out.
Sure, some military aspects would need to be retained to fight off the ever looming threat of zombies and to police the people... but that's it.
As it is, the Saviours are bound to be left alone, broken in their inability to gather food, or anything that's not weapons.
Every military expert will tell you that an army without a fully functioning logistics department is as good as no army at all.
(and I haven't read the comics far enough to know how the saviours are portrayed, so... I'm just speculating on what would make sense to me)
