I think the sentences are too long.
It wouldn't take thirteen years to learn a lesson and not do it again.
Even five years would make other people think twice about doing the same thing.

You may be right. I think they also need some form of rehabilitation as well as it is likely some white supremacist prison gang will recruit them. Maybe they were raised hateful by their parents? Regardless, they can change if they put the effort in.
