The rationale behind the state providing security for a leader's family is that, should tragedy befall, the leader would be unable to function as well, due to grief. I think this is wise. Trump is unstable enough as it is - can you imagine what he'd be like if one of his children was killed or kidnapped?
Also, the US has had wealthy presidents before, none of whom were expected to reimburse the government for security protection for their families. Dangerous douche that he is, Trump is entitled to the same consideration.
