Nonsense. Bismarck was far too shrewdly insightful a geopolitical observer to be taken by the lure of empire building. He tried to achieve balance of power in Europe and cautioned Germany against colonial expansionism abroad. The core of his policy was the skillful use of diplomacy to remove irritants, and shift alliances, to ensure Germany's opponents have insufficient power to go after Germany alone, as well as insufficient incentive to gang up on Germany.
Don't confuse the expansionist and unilateralist policies outlook of Wilhelmina Germany under Billy ii, who dismissed Bismarck, with the polices and outlooks of Bismarck.
