Anyone with any knowledge of combat will tell you that a ranged surprise attack is always better than a stealth infiltration job... oh... scratch stealth... guns blazing! LOL!

Stupid Rosita had him not more than 3 metres away and failed to see a huge bat in the way of the bullet she was shooting!?!! oh, that was some time ago...
Those two are the worst at shooting someone.
And they somehow fail to remember that, if they screw up, they'll be traced back to Rick's group and... more deaths.

And what's the deal with that other group with the leader that has a weird haircut and speaks like a dumb idiot? How have those guys survived the year (or however long it's been) since the zombie virus broke?!
Sometimes, it feels like Rick's group is the unlucky one that has to keep moving from one place to the next and gets caught up in these crazy "adventures"... All other groups get established and then remain perfectly fine for the rest of time... The governor's town would have gone on, had they not met Rick; the 3 guys in the prison were holed up neatly with food to spare; the CDC guy was doing relatively well; Hershel in his farm was okay and clean.... The folk at Terminus had their stuff going perfectly... The saviours and Hilltop and the kingdom were in a sort of peaceful arrangement...
Rick rolls in and disturbs everyone!
The Saviours must know that their dependence on other groups' scavenging ability will someday run out... there's only so much you can scavenge from neighboring towns.
Industry and farming must be rebuilt. A political leader must come forth, one backed by a military force, at first, yes... but one who gets the cooperation of the nearby camps and groups mostly by talking and not by threatening... that rules out the Negan approach... but he's close.
Failsafes must be put in place for when people die, so they don't turn. The roaming zombies need to be put out... slowly expanding the territory available for farming and living. Mining needs to be picked up. Oil extraction and refining would need to be done. Doctors should be training as many people as possible in that art. Pharmaceutical labs should be a priority to get back up and running...
Rebuild a peaceful society, with the extra awareness that the dead people start walking again, because a sort of virus is reactivating their brainstem.
