I'll speculate that to be consistent with how immortal souls work and the 'Sons of Adam' thing also, God needed some things said to human beings that could not plausibly be voiced by Himself or an inspired human being.

Therefore, an unensouled animal, with the power of speech.

The granting of a pardon is an imputation of guilt, and the acceptance a confession of it.
