What does punishment unto all subsequent generations of serpents actually mean in the big picture of God's creation of ensouled human beings and UNENSOULED serpents ?

The passage is specious, doesn't jibe with the rest of scripture.

The granting of a pardon is an imputation of guilt, and the acceptance a confession of it.
