I think your plan makes only slightly more sense than Trumpcare.
Your plan is basically to take a portion of taxes to pay for basic healthcare, and then cut taxes on the rich, without explaining where this funding is going to magically come from. Cutting taxes on the wealthy seems to be there only to appease Republicans. The problem is, cutting taxes on the rich in this scenario means that the money for healthcare has to still come from somewhere. You say 'taxes', but you're also cutting taxes. Single-payer even for basic care would cost more than what we pay into the Affordable Care Act now.
