Jihady militias are known to be the playground of local and foreign intelligence agencies; i.e used as proxies to fight wars for other parts, and cause disturbances that affect the region of choice.
Take Syria as an example. After long bloody years of "Jihadi John", it turns out that the government of Assad is the real threat, the real butcher that doesn't hesitate to use Chemical weapons against children and civilians. The stories weren't lying. ISIS only gave more foreign nations the excuse to move armies in.
You have Russia, Turkey, the U.S, Jordan, and so many others. All in for "Jihadi John" and his "Dabiq".
