Stevell, historically Christianity has been a theocracy. It's only the past 1 or 2 centuries that secularism kicked religion off from that position - and not everywhere. In the first 2 centuries AD they could not be a theocracy for the sole reason that they were too few and too powerless - I mean, you need a good majority of Christians, and also have Christians holding political power in the state in order to have a theocracy.
You also seem to ignore two important matters:
1. Up to these last few centuries people didn't even imagine the possibility of a state being run without the will of the god(s) being taken into account. In the best case that sounded like some sort of "satanism" where the ruling people have rebelled against the god(s).
2. There is no verse in the whole NT to say smth like "Don't try anything like theocracy. We've had an experiment with during the OT times, and it went to shit. Try inventing something else than what you are already familiar with."
3. Not to mention that "theocracy" and "secularism" are modern terms, so people needed some excerpts explaining what they should mean, in order to take such a piece of advice seriously. Theocracy was just as natural to them as is having a "parliament" to us.
