I listed historically white nations, because those were the first few that sprung to my mind (as my history education was heavily Euro-centric) and I didn't want to spend a lot of time, coming up with a response to a troll.
No, I don't believe that having light skin makes people genetically more predisposed to doing "evil". It just so happened, that - for whatever reasons - white people for a long time have been in a position, to commit atrocities on a global scale. Had it been another group of people, with the same chances to dominate and exploit the rest of the world, through technology and politics - I imagine they would have behaved in pretty much the same way.
