If people were getting shot at a higher than average rate in my city, and I were empowered to do so, I'd pass stricter regulations too. Fun fact, the second amendment doesn't prevent us from doing that, as evidenced by those very cities you just referenced. The constitution actually -requires- that we do that, in order to protect the rights of the citizens of that city, not the least of which...life.
