I bought my last phone via rolling its cost into my monthly bill.
So its sticker price had the appearance of "free".
What do I win? Getting $400 back won't seriously affect my finances. For those who are affected much by a mere 400 bucks, I don't begrudge their phone choice. I can easily buy any consumer technology on a whim - I cannot say the same for others, nor do I have to judge them.
They'll still view/watch/click on advertisements. And some of them will use that "expensive" phone to do more. Seems fine to me.
