The quote was made by Fred Tate who is the main character in Little Man Tate. Specifically, Fred is a prodigious, highly gifted boy who is pretty much isolated from his peers and is more or less an outsider. However, as the movie progresses, he encounters other children and adults who are also gifted but in many different ways. Thus, the comment "only when all who surround you are different will you truly belong", was made by Fred during his birthday party while he was in the company of all his newly found and highly different, unique friends; thus, IMO, he felt like he was accepted and belonged somewhere.
