We cant say that all men in the world are like this. We can say that evolution itself did not come with automatic reasoning skills at birth.
So it isn't that all men have tiny dicks, but more that humans on average worldwide don't have a great enough number as to education of biological evolution.
Right now though, I'd only agree there is a jackass occupying an office as global diplomat, wearing a dead animal on his head who has tiny hands.
