Well if parents beat their kids it proves they're lousy parents!
My old man once kicked me like a dog for the heinous crime of throwing some orange peel down the toilet and it wouldn't flush, you couldn't make it up..
Of course it proves they're lousy parents. That doesn't really help the kid much in the meantime. Kids are not afforded the same rights as adults. And unfortunately, in most countries, the social service systems in place to protect children from abusive parents are overburdened and inadequate.
The type of advice you're giving would put a child at risk for abuse or being kicked out of their home. I understand that you feel justified because the parents who would abuse their kids or kick them out onto the streets are bad parents, but knowing they're bad parents isn't a shield of protection for their kids.
