Currently he is perceived to be much more business friendly, that perception has created a pretty decent boost to the economy and the market.
I do not think policy has much to do with it at all, and I am curious as to how long it will last.
I think Obama's biggest problem was the uncertainty the health care bill threw into the economy. Business owners want to plan out as far as they can, the health care bill cast a huge shadow of uncertainty especially for small business. Larger businesses had resources to help interpret the bill and to plan for what ever effects come out of it, some were even able to lobby and get them selves exempt from parts of the bill that would negatively effect them. Small business sat on cash they would have used to expand, and put off hiring so they could better weather negative effects from the bill when they came up. It caused perceived instability, that equals an unfriendly business atmosphere.
As far as the Afghanistan troop build up, it is foolish to think this will work. The major thought of Trump supporters is that he will rework the rules of engagement, give commanders on the ground more autonomy and decision making. Basically not trying to micro manage a war. I cannot help but think that if the Russians failed to pacify the country, no amount of "Gloves Off" mentality is going to work.
We know what the terrain is like. It gives a lot of trouble for fighting a "conventional" war. All that to the side, the USSR couldn't really succeed any more than we are now, but at least Russia isn't supplying arms(?) to the Afghans like the US did, back then.
