Had these people not prayed for the apocalypse, then this body of water would not have been "turned to blood". I see a very clear sort of culpability here. They could perhaps plea as accomplices, but it would be an issue of reducing the damages we would argue that they are responsible for, not absolving themselves of those responsibilities.
