Do you know why the tax lawyers and accountants added so many pages to the code? When you make laws complex you create loopholes, some of which you could drive a carriage and eight through. Now in most areas of the law intent puts paid to loopholes, for example if you find a loophole which allows you kill your worst enemy, the intent to do him harm and kill him is still enough to ensure that you can get fried, yet in business law (and taxes in particular) intent cannot be used to close a loophole.
