A baby on board sign is more likely to be a "please don't hit me" than some sort of exhortation to hit someone else or an elaborate comment on the relative value of life based on age.
Well right but where is the justification for giving them special consideration for not hitting them vs. hitting someone else not having a baby in the vehicle? Why should anyone get such special treatment?

People remind us that there are babies in cars. They also remind us that there are two wheelers on the road. I doubt that either group is making some grandiose statement about the relative value of babies or bikers.
