Oh no no no no, you are not confused. It is a common dodge to avoid the fact, the further back in time you go, the more of that book's fantastic claims were taken as literally. The west became more civil because theists learned to water down that book and cherry pick.
The flood never happened, humans don't pop out of dirt, there is no such thing as a magic baby born from invisible god goo, and humans don't survive rigor mortis.
If they want to claim the stories like killing off the Egyptian First born over a beef with an adult, and the flood were real, that still means that God is a genocidal nutcase. If they want to call it metaphor, it still sucks, could anyone imagine Peter Pan or Harry Potter with those themes of infanticide and genocide?
