Wow, all the xtians in this thread side ways defending sexual assault, who would have guessed it?
Breasts are sexual, even in cultures where women keep them uncovered. They are more sexual in cultures that keep them covered, but that isn't even the issue.
Why do we care if people cover their sexual parts or not? If it isn't required for safety or hygiene, like a cook or doctor or car mechanic, why do people give a rats ass? It is the taboo of breasts that made that guy think grabbing hers and running off was funny.
If I touched a guy's bare pectoral in a grabby squeeze way, or even his arm in an inappropriate way, I'd say that clearly it's wrong. To say it's OK to tap someone's on the shoulder therefore all other unwanted touch of even non sexual parts is OK is ludicrous. How about someone sticking a finger in your belly button, or rubbing your earlobe, or gently touching your neck. Guy or gal, people don't have to touch a sex organ to sexually touch you, and they don't even have to grab a handful, there are lots of inappropriate touches. Pretty much all touching without permission is inappropriate. There's exceptions, such as a tap on the shoulder but even then, people will use vocal cues first, excuse me ma'am or sir, throat clearing, etc, before that one invited touch is used as a last resort.
How many times have any of you ever touched someone on purpose without their permission? I'd wager many have never even shoulder tapped.
