Its part of the dossier compiled by the British ex-MI5 agent. Its not proven, hence why I used the word "allegation", but tbh it fits with his overall hatred of Obama.
Anyway the hotel room in question is suspected to contain cameras that the Kremlin uses to spy on foreign leaders and citizens. The theory is the Russians have the "pee tape" and are using it, or could use it to blackmail Trump.
