Your real service is not the issue. But even with now a voluntary service, there is a reason they have to "recruit". And how is that done? Just like McDonalds, the federal budget has to pay for adds on TV that sell the idea of the nobility of service. Again, if marketing didn't work, no idea or product would sell.
