Two: Rape isn't just using a dick. Some legit doctors need to feel things inside a woman using their hands. There could easily be more than a few women and parents that thought he was legit checking something medical when he was just assaulting them. We want to trust our doctors and it's easy to see that the girls could be traumatized by something he claimed was medically necessary and then they feel stupid and ashamed for being so 'sensitive' to something they were told was normal.
Three: even if they could tell from a mile away that what he was doing was bad the power an adult has over a teenager is incredible. If threatened by someone they trust most victims shut down during the assault and then program themselves to have a mask of happiness in front of others.
Four: As an assault victim you turn it around on yourself and convince yourself that ruining your life isn't worth it. No one ever believes you and all you will end up with is the pain of hearing people tell you that you are lying. Add in that being a Olympian is a life style and one little thing could ruin a career I could see why they wouldn't risk someone not believing them.
