It's possible that if someone wanted to kill a specific person that the killer would muddy the waters by bumping off other people to disguise the intended victim as just one of the random murders. It's even possible that the intended victim hasn't been killed yet. So one segment of the investigation should focus on identifying anything about the victims that would make someone want to kill them. Things like insurance policies, divorces, child custody battles, affairs, etc.
I guess it adds zest to the hunt, when the true target hasn't been attacked yet? I'm hoping that what you posit is not the case. That's pretty chilling. Not saying that you are wrong, btw.
