Why don't some people understand lack of belief?

think it may be because you don't hear much from atheists who merely lack belief,

Your talking to them everyday

since I assume they tend to be the ones who dont say anything about it.

Activity does not imply one does not lack belief . Lacking belief does not mean being passive . Or never talking about why one does not find the case compelling . That's silly .

The ones you hear from are the ones who actively disbelieve.

Lacking belief is not being passive or talking about doubt or showing why you doubt . Again silly

So when someone thinks of "atheist" they are more inclined to think of someone who thinks God doesnt exist,
rather than just someone who doesnt believe nor disbelieve. 

And they're wrong

If you mean Gnostics yup they exist here . If you mean the passive silent strawman you created then i doubt it . Because that's not what lacking believe means .

But when talking about "God" (like the OP did), most people will assume you're referring to THE God.

Nope i don't accept the existence of that god or any other as the evidence has yet to convince me 

So that's what people are going to think of, and that's what people mean when they get the impression that atheists have disbelief in God, rather than just not believing or disbelieving.

Then they are not very bright .
