Any animal like forms in heaven are the equivalent of 'set dressing'. They would be there to illustrate heavenly missives, if they are there. For instance, there might be tableaus of lions and lambs, an obvious Scriptural reference. There might be a 'great fish' invoking Jonah, of course, but these animal forms would not be animals that had lived upon the earth.
The granting of a pardon is an imputation of guilt, and the acceptance a confession of it.
