You asked an important question. Of course. The subject will be free-will.
God could have taken the route where he is like nanny protector that protects us from all dangers.
He could have made it that Angels cannot fall or falter or if they did, they cannot harm and misguide. But then good would have little value if God would himself imprison every soul that attempts at evil and harm. There would also be no need of us enjoining each other good and forbidding evil, and seeking to protect one another from harms. Morality and goodness hence would be severely limited in trial, and the truly good would never be known to either God or ourselves.
He could have also created his representatives among Angels and made the Angels rule us.
There would be no way to harm them or kill them by human efforts, but, he has purposely designed a very volatile trial. Things could have from the get go very well and been maintained very well. Or things could get incredibly bad and worse.
One advantage of having the evil force Iblis there and as a manifest enemy, is that we learn to fight in combat and rely on God in the battle for our souls.
One advantage is that the strength in love and it's source is more manifested when combating evil that the source is not ourselves, but rather it's us submitting and obeying the suggestions of the dark one, when we go into heedless mode of life, and so when we awaken, awaken to a great fight between good and evil.
He could have caged the cursed one and protected us, but he deemed us a formidable creation that can take him, I appreciate that God believes in me personally, even if at times I seem to show little faith in following the path of virtue.
