Seriously, I hope that advice is from a licensed tax accountant or lawyer. Not saying you are wrong, but for the general public, it is well known you still have to file even if you own nothing.
If your income is below a certain amount, you have no legal obligation to file. This fact is clearly spelled out in the relevant tax instructions.
