To be a scientist you must have a degree in science, or at least have studied it enough to be considered an expert by the scientific community. A PhD is not necessary.

I also want to add that it's also in the way the scientist conducts his research and findings (using the scientific method by having measurable data and stuff).
Thus, a creationist can be a scientist as long as they adhere to all of that.
But the data must also reflect the hypothesis. Too many times people pull up data that is irrelevant to what they're trying to prove.
