Both opening it and closing it if it doesn't work out constitutes extra work for an admin. I can't speak for all of the staff, but I like to limit that to things we're pretty damn sure will make the forum better. That's what discussing it like we are in this thread determines. Also, too many sections will really clutter up the forum. It makes forums look like shit, so it's good to be succinct. If you really think it will be a good idea, be patient and keep stating your case. This forum has never just been "Oh, good idea" and boom, there's a new sub-forum.
I think it's a good method for creating a subforum. It reminds me of presenting a thesis to professors when I was a history student. You make your case and then the professors argue or question why it might not be true.
I recommended the sports/fitness section of the forums umpteen years ago, and people have literally lost weight and gotten healthier from it.
